But the rising tide of US production at these price levels is also going to call into question the investment logic of even higher cost sources, such as Brazil's deep-water pre-salt reserves in the South Atlantic. If the US oil export ban falls—and I'm pretty sure it will—oil producers in high cost and infrastructure challenged regions—the Russia off-shore Arctic and some of the undeveloped reserves in Siberia—could well find it very difficult to raise the necessary—and huge—amounts of investment capital they'll need. I think we're already seeing evidence that the more hard nosed number crunchers in the oil industry—such as Norway's Statoil ((STO) in New York and (STL:NO) in Oslo) are already rethinking investments in high cost projects, such as Mozambique and the Trans-Anatolian Natural Gas Pipeline, that would bring natural gas from the Caspian Sea to Europe. Statoil and Total (TOT) recently decided not to exercise options to acquire 12% and 5% of the pipeline, respectively. Projected construction costs have climbed to $12 billion from $7.5 billion. Another company to keep an eye on here is Apache Energy (NYSE: APA ) . The company has 520,000 net prospective acres in the Cline Shale. It estimates that it has 642 million barrels of oil equivalent of resource potential from 2,300 identified drilling locations. Apache is actively drilling: It added 11 horizontal wells in the first quarter and expects to drill 28 more wells this year.

Further, Eagle Rock was then able to leverage its extended footprint in the Panhandle to add new fee-based gas gathering and processing agreements with other major producers, such as Apache� (NYSE: APA ) . That deal, which was signed this past March, added 106,000 gross acres as it supersedes and expands the previous agreements, making it a win for both sides. Moreover, EOG has made smart moves to enhance production. In the Eagle Ford, the company has increased well density, boosting overall production from the play. Meanwhile, EOG pioneered the use of railcars to get oil out of the Bakken in light of a lack of pipeline capacity serving the area, and Bakken rival Continental Resources (NYSE: CLR ) now moves more than two-thirds of its Bakken production out of the region by rail. In addition, both EOG and Apache (NYSE: APA ) have used rail transport to get Permian Basin oil to more lucrative Gulf Coast markets in Louisiana, where it can get higher Brent crude prices for the oil.

APA�� Dividend
Apache most recently announced a dividend raise in February for its May 22 payout. The company raised its quarterly dividend to 25 cents from 20 cents. We expect the company to declare its next dividend in the coming weeks.
